Trump's Foreign Policy Vacuum

            Watching the United States on the world stage today is like suffering from double vision. President Donald Trump strides, postures, and dramatically decrees. Then his subordinates stay approximately where they were before.
Trump credits Vladimir Putin’s denials that Russia interfered in the 2016 election, and then the Justice Department indicts a bunch of Russians for doing precisely that. Trump announces a sudden withdrawal of 2,000 American troops from Syria, and then his national security adviser, John Bolton, says they’re staying there to fight ISIS and defend our Kurdish allies.
It’s not that Trump has no influence over his own foreign policy. It’s that he has no policy. He has only impulses and whims—not all of which are necessarily bad. But since he detests veteran professionals who have been working on these problems for decades, and since he has let Bolton strip the National Security Council bare, Trump’s tweets are unsupported by any process of deliberation or execution that might actually translate into action on the ground.
Although the president is excoriated for this incompetence, it could someday save us from an impetuous war that he thinks up after watching Sean Hannity. Inertia, the tendency of a body to continue traveling at the same speed in the same direction, is fundamental in government. Whether you’re a right-wing conspiracy theorist who calls it the “deep state,” or a center-to-left citizen who laments the paucity of “adults in the room,” your nation’s well-being these days is protected by the difficulty of turning the ship of state on a dime, as Trump repeatedly tries to do.
It would be interesting to know—and in some future year we might find out—whether the generals and admirals have developed a secret method of resistance to this demented commander-in-chief’s rash orders. There have been reports of their slow-walking certain commands that can be bogged down in logistics and bureaucracy. But what if Trump wakes up early one morning, gets incensed by something on Fox and Friends, and calls in the officer with the nuclear football to obliterate a country that has ticked him off? Is there any subversive understanding in the military about how to defy such an order? If so, would it be treason? Probably, but it might also save the country.

The Absence of Foreign Policy

            If President Trump doesn’t get us into an all-out war on the Korean Peninsula or elsewhere, his lurching and staggering on the world stage might have the long-term benefit of inducing other countries not to take the United States so seriously. This would look bad from inside the Washington Beltway, where American power to influence the globe is exaggerated, but it could have an upside in certain situations.
For better or worse, the United States has been decisive, as in World War II, when its reluctance to enter the fight allowed Nazi Germany to overwhelm continental Europe, drive Britain back on its heels, and pummel the Soviet Union on the Eastern Front. Instead of opening a second front, the United States sent aid that included canned beef stew. For decades afterwards, Russians sardonically called canned stew “the Second Front.”
Combined with Soviet forces, the U.S. entry into the war, after the 1941 Japanese attack on Pearl Harbor, was pivotal to its outcome, as we know, and the postwar order in Europe, particularly the NATO alliance to balance Soviet expansionism, was a creature of American leadership. In addition, before the Trump administration, Washington promoted human rights and pluralistic democracy where they suited American interests, which arguably tempered some authoritarianism.
But in its anti-communist fervor during the Cold War, the U.S. also demonstrated dramatic hypocrisy by meddling in foreign elections, turning a blind eye to rights violations, and even installing rightwing dictatorships. As Lord Acton observed, “Power tends to corrupt, and absolute power corrupts absolutely.”
It could be, then, that President Trump’s current lack of foreign policy, for which he has been so roundly criticized by specialists, is a good thing. It might be better than a hawkish alternative promoted by the hardliner Mike Pompeo as the next secretary of state.

Foreign Policy: The Magnetism of the Center

            The forces of international affairs usually drive US presidents toward the political center. Wherever they may begin, on the left or the right, presidents tend to feel pulled toward a middle ground, a place of more moderation and hesitation than they might prefer. Confronted by the complexity of crisis and the pragmatic limitations of power, most—not all—end up pursuing centrist policies. These bear marked resemblance to those of their predecessors and successors.
            A question now is whether this happens to President Trump. He has staffed his key foreign affairs positions with relatively level heads whose pronouncements are more sober than his own. They often contradict Trump’s dogmatic, threatening tweets and the absolutist, sweeping pledges from his campaign. Trump himself careens from the absurd, scary, and impractical to a more reasonable zone of compromise. Where he will end up on a given issue is highly unpredictable and therefore unsettling across the globe. But his inconsistency also raises intermittent hopes that realities are penetrating policymaking.
            A president has more authority in foreign policy than in domestic affairs, since he commands both military force and diplomacy, and can move more quickly than Congress ever does in picking over budget provisions on the tax code, health care, environmental issues, the social safety net, and other government programs to benefit Americans. In that domestic arena, the center has no apparent magnetism for Trump. Despite the difficulties he faces with the Republican-controlled Congress on health care, for example, he is getting win after win for corporations over individuals, and might do so on his tax proposals. Whatever happens in Congress, his regulatory agencies are in the hands of extreme radicals of the right, whom he has installed to dismantle decades of progress.
 So if Trump begins to look moderate, and beguiles the American public to see him as such, it will be in the international arena, not the domestic.

Foreign Policy: Jazz or Football?

            American football is a convenient metaphor, and it’s sure to be overused on this Super Bowl weekend. But what if we turn it around and recognize that our foreign policy is actually the metaphor—a metaphor for football, and that our trick tactics and testosterone-driven plays internationally are often modeled on what works in the National Football League?
             The decision this week to ramp up US military deployment in Europe, like putting more muscle on the line, is designed to cow Vladimir Putin’s “aggression,” to use the word that is kicked around casually by the Pentagon. It seems logical if you think you’re in a game to win by defeating the opponent rather than finding victory on common ground. The real world of foreign affairs is rarely a zero-sum game, however, and there’s never a final whistle.
 The American-Russian face-off is full of football-style moves that look tough but have had the perverse effect of strengthening the hand of the other side. Expanding NATO, which commits the United States to go to war to defend any of its members, has alarmed Moscow as the former Soviet republics of Estonia, Latvia, and Lithuania have joined the alliance, along with Eastern European countries once in the Soviet sphere of influence. Russia’s reaction has been the opposite of what’s good for the West.

The Blessings of Romnesia

Getting a fix on Mitt Romney’s positions and beliefs is like trying to nail a custard pie to the wall. But let’s give a small cheer for his Etch-A-Sketch routine on foreign policy. Holding his finger to the wind (while we’re mixing metaphors, we might as well go whole hog), he and his handlers apparently detected a fresh breeze of moderation among the electorate, so he abandoned his super-hawk routines on China, Russia, Iran, Syria, and Israel. As Vice President Joe Biden observed, Romney agreed with Obama so often during their debate that he seemed about to give the President his endorsement.

Fussy foreign-policy wonks have listed ad nauseam the important subjects ignored, bemoaning the lack of creative ideas, the surfeit of pedestrian formulas, and of course the factual misstatements, mostly by Romney--as in Obama’s fictional “apology tour.” But it’s encouraging that Romney now (at least for the moment) sees the center as the place to be when addressing the international maelstrom he will inherit if he wins.

This apparent shift is a little premature. It usually happens in the Oval Office, where the rigors of foreign affairs drive presidents toward the comfortable middle, no matter if they begin on the right or the left.
