It's happened before.<br /><br />Precedents include:<br /><br />Shay's Rebellion, in which Massachusetts was forced to use state militia to put down the rebellion because the Articles of Confederation proved too weak. This was an incentive for a stronger government, which became our present Constitution.<br /><br />The Whiskey Rebellion, which was put down by Federal forces under the command of General Washington.<br /><br />The Civil War, in which Union troops fired on Confederate troops. The Federal Government did not recognize the Confederacy as a sovereign nation; implying that it considered Confederate troops to still be Americans.
